Dear Major Smiles,
You will remember that in my letter to you 53611/7/45 or the 16th October reference was made MR.Miss Ruston to an official letter addressed to the Under Secretary
of State of the War Office enclosing & sealed Order in Council dated 6th October providing for the establishment of an Emergency Committee for the purpose of conferring Medical Degrees of Hong Kong University. It was requested that this sealed Order should be despatched by sir to the Commenuer in Chief, Hong Kong for the information of the Chief Civil Affairs Oriicer. No acknowledgement has reached us or this official letter of the 12th October and it now uppears from Hong Kong telegram No. C.A. 1609 of the 24th January that the Order in Council has not in fact been received. I have written to-day to Mr. HazelrigS Who is to be Chairman of this Committee enclosing six copies of the Order in Council but it is of course important that the se led Order should be received in the Colony and later transferred to the safe
